 Elevate is designed to provide education and support services to low income youth between the ages of 16-21 who may have a barrier that is preventing them from completing their High School Diploma or GED and finding employment.


Serving Winnebago and Boone County


We assist youth in overcoming barriers to employment that might include:

  • Lacking skills to obtain H.S. Diploma or GED
  • Low Income
  • Homelessness
  • Involvement with the Judicial system
  • Transportation barriers

By providing services such as:

  • Cash incentives
  • GED classes at multiple locations
  • Childcare while attending GED classes
  • After school tutoring for those enrolled in high school
  • Career Readiness
  • Career Assessment testing
  • Job Search and College Enrollment

The Workforce Connection's Elevate Program is cooperatively delivered by the RVC Employment and Grants Division, the YMCA of Rock River Valley, RVC Adult Education Division, and Lydia Home Association of Rockford. Funding for the program is provided through the Workforce Investment Act(WIA).
